SECTION 1. SHORT TITLE. This Act may be cited as the "City Parks Improvement Act". SECTION 2. FINDINGS. The City Council finds that: (1) Public parks are essential for community health and well-being. (2) Current funding levels are insufficient for maintenance. (3) Community input is vital for park planning. SECTION 3. ALLOCATION OF FUNDS. The City shall allocate $500,000 annually for park maintenance. SECTION 4. FUNDING SOURCE. The funds authorized by this Act shall be appropriated from the existing budget surplus of the General Fund for the current fiscal year. No new taxes or levies are authorized by this Act.
